>**As Is Situation**: Right now, the search of the RAILS API documentation is one way. In other words, the “documenters” decide what goes into the description of a method/class etc. So if they are not thinking of that other usage for a particular class/module/method, you will not find it.
Kevin Clark was working on something like this at Rubyconf but never checked it in. A high-level guide to "how to do stuff" with links deep into the API.

I think I still have it hidden away on my laptop somewhere. I’ll post what I’ve got so far as soon as I find it.

Hi, thanks for considering my proposal! I’d like to help but unfortunately my ruby-fu is weak. I do think that the problem is more organizational than it is technical IMO.
